The MPNP (Manitoba Provincial Nominee Program) is how Manitoba picks workers, graduates and business owners to nominate for Canadian permanent residence. Most candidates enter through an Expression of Interest (EOI): an online profile that earns ranking points, sits in a pool, and may be drawn for a Letter of Advice to Apply (LAA). The table below shows the most recent draws, followed by the streams, the points and the costs. Every figure comes from Immigrate Manitoba, the provincial government’s MPNP website, and from IRCC. This page is an explainer, not immigration advice, and MPNP Online is the only place that shows the status of a specific profile or application.
How to read this table: a draw usually contains several selections, and the MPNP publishes a lowest score only for its 'top-scoring' selections. The score shown applies to the selection named beside it, not to the whole draw.
| Draw | Date | Letters of Advice to Apply | Of which Express Entry profiles | Lowest published score |
|---|---|---|---|---|
| #281 | October 8, 2026 | 340 | 103 | Not published (no top-scoring selection) |
| #280 | September 24, 2026 | 474 | 148 | 760 (natural and applied sciences selection) |
| #279 | September 10, 2026 | 793 | 272 | 825 (Manitoba post-secondary study selection) |
| #278 | August 27, 2026 | 741 | 150 | 731 (technical trades and transportation selection) |
| #277 | August 13, 2026 | 53 | 6 | Not published (strategic recruitment only) |
| #276 | July 30, 2026 | 766 | 94 | 632 (manufacturing and utilities selection) |

What is the MPNP, the Manitoba immigration program?
The MPNP is an economic immigration program run by the Government of Manitoba. The province chooses candidates it expects to become economically established, nominates them, and the nominee then applies separately to the Government of Canada for permanent residence. Family reunification and refugee protection run through different, federal programs.
Two points set the Manitoba immigration program apart from most other provincial programs. First, a connection to Manitoba is required in every Skilled Worker and International Education pathway: a job, past work or study in the province, a relative or friend there, or a direct invitation from the MPNP. Second, the MPNP states plainly that it is not a sponsorship program. A relative in Winnipeg can support an application, but the applicant still has to qualify as a skilled worker.
Readers comparing provinces can use the provincial nominee program guide by province, which sets Manitoba beside the other programs.
Which Manitoba PNP streams are open in 2026?
The Manitoba PNP has three streams, and each one is split into pathways. The Skilled Worker and International Education streams (apart from the entrepreneur pilot) share one process in MPNP Online. The Business Investor Stream runs separately, and no Business Investor draws are being held: each of those EOIs is reviewed within four weeks.
How to read this table: this is a summary. Each pathway's eligibility page on Immigrate Manitoba adds conditions on the employer, the occupation, licensing and settlement funds, and criteria can change without notice.
| Pathway | Stream | Job offer needed | Who it is for | How candidates are selected |
|---|---|---|---|---|
| Skilled Worker in Manitoba (SWM) | Skilled Worker | Yes | Temporary workers with a valid work permit and a full-time, long-term job offer from a Manitoba company after six months or more of continuous full-time work for it (at least one year for graduates of a post-secondary program in another province or territory). | EOI in MPNP Online, then a Letter of Advice to Apply from a draw |
| Skilled Worker Overseas (SWO) | Skilled Worker | No | Skilled workers with an established connection to Manitoba (Manitoba Support from a relative or friend, past Manitoba work or study, or an invitation from the MPNP under a Strategic Recruitment Initiative) who score at least 60 points on the five-factor assessment. | EOI in MPNP Online, then a Letter of Advice to Apply from a draw |
| Career Employment Pathway (CEP) | International Education | Yes | Graduates in the past 3 years of a full-time program of at least one year at a designated Manitoba post-secondary institution, with CLB 7 and a full-time job offer (minimum 1-year contract) in an In-Demand Occupations List occupation. Since June 11, 2026, CEP candidates with six months of Manitoba work are invited to move to Skilled Worker in Manitoba. | EOI in MPNP Online; no CEP selection in the six latest draws |
| Graduate Internship Pathway (GIP) | International Education | No | Graduates of a Manitoba master's or doctoral program in the past 3 years, with CLB 7, who completed a Mitacs Elevate or Accelerate internship in Manitoba and live in the province. | EOI in MPNP Online, then a Letter of Advice to Apply from a draw |
| International Student Entrepreneur Pilot (ISEP) | International Education | No | International student graduates with a business concept for Manitoba, who attend a mandatory ISEP information session before submitting their forms. | Interest Guideline and Business Concept forms sent by email, outside MPNP Online |
| Entrepreneur Pathway (EP) | Business Investor | No | Business owners or senior managers with 3 years of experience in the past 5 years, CLB 5, a minimum net worth of $500,000 and an investment of at least $250,000 in the Winnipeg Metropolitan Region or $150,000 outside it. | Separate Business Investor EOI, reviewed within four weeks; no draws |
| Farm Investor Pathway (FIP) | Business Investor | No | People intending to establish and operate a farm operation in rural Manitoba. | Separate Business Investor EOI, reviewed within four weeks; no draws |

A few details decide which pathway fits:
- Skilled Worker in Manitoba (SWM) is for people already working in the province. Self-employed people, business owners, independent contractors and people who do not need a work permit are not eligible, and work done while studying full time does not count toward the six months. Some SWM candidates hold a post-graduation work permit; the PGWP guide explains how long that permit lasts.
- Skilled Worker Overseas (SWO) needs one of three connections: Manitoba Support, Manitoba Experience or a Manitoba Invitation. Children living in Manitoba cannot act as a supporter for their parents, and a Canadian citizen or permanent resident cannot support a spouse.
- Career Employment Pathway (CEP) is in transition. On June 11, 2026 the MPNP invited CEP candidates with at least six months of Manitoba work to move to Skilled Worker in Manitoba, and said targeted draws would prioritize Manitoba graduates. The September 10, 2026 draw then included a Skilled Worker in Manitoba selection for profiles where the applicant or spouse completed post-secondary study in the province. The Graduate Internship Pathway was left unchanged.
- Entrepreneur Pathway applicants need a minimum net worth of $500,000 and a business investment of at least $250,000 in the Winnipeg Metropolitan Region, or $150,000 elsewhere in Manitoba.
How does the MPNP application process work?
The process has five steps for the Skilled Worker and International Education pathways. Only the first is open to everyone; the full application appears in MPNP Online after a Letter of Advice to Apply.
How to read this table: applies to Skilled Worker in Manitoba, Skilled Worker Overseas, Career Employment and Graduate Internship. The International Student Entrepreneur Pilot and the Business Investor Stream do not use MPNP Online.
| Step | What happens | Cost and timing |
|---|---|---|
| 1. Expression of Interest | Create an account in MPNP Online, answer the profile questions and receive EOI ranking points. The profile joins the pool of eligible candidates. | Free; valid for one year; one active EOI at a time |
| 2. Letter of Advice to Apply (LAA) | The MPNP draws candidates from the pool and emails an LAA, which unlocks the full application in the same MPNP Online account. | 60 days from the date of the LAA to submit the full application |
| 3. Full application | Upload documents that prove every EOI claim, complete the Settlement Plan, then pay the fee and submit. | $500 non-refundable fee, Visa or Mastercard credit card; file number emailed within 48 hours |
| 4. Assessment and nomination | An MPNP officer assesses the application against the criteria published on the date it was received. Successful applicants are nominated. | No processing time is stated on the How to Apply page |
| 5. Permanent residence application | The nominee makes a separate application to the Government of Canada for permanent residence for the whole family. | Within 180 days from the date of nomination |

The rules around the profile are strict, and most of them are about keeping it accurate.
| Rule | What the MPNP says |
|---|---|
| EOI validity | One year from the day it is submitted. Editing the profile does not extend it. |
| Active profiles | One active EOI per candidate. There is no limit on how many people can submit one and no deadline. |
| Language test age | Taken no more than two years before the MPNP Online application is submitted. |
| Minimum language for TEER 4 and 5 occupations | CLB 4 in English or NCLC 4 in French. |
| Approved language tests | IELTS General Training, CELPIP General, PTE Core, TEF Canada and TCF Canada. |
| False or misleading information | The EOI is refused and the candidate may be banned from submitting another EOI for two years. |
| After a refusal | People refused by the MPNP within the last six months who cannot address the reason for refusal are not eligible to apply. |
| One application at a time | An applicant can have only one MPNP application in process and cannot apply through both the skilled worker and business categories. |

The MPNP also reserves the right to limit or leave out of draws any occupation with a high volume of existing submissions or a weak employment outlook in Manitoba. There is no list of eligible occupations for an EOI, so a profile can sit in the pool without ever matching a selection.
How does the MPNP EOI ranking system work?
The EOI ranking system gives points on six factors: language proficiency, age, work experience, education, adaptability and risk. The first five add points and the sixth only takes them away.
How to read this table: the MPNP publishes a maximum for each factor but no overall maximum.
| Factor | Maximum points | How the points are earned |
|---|---|---|
| 1. Language proficiency | 125 | 25 points per band (reading, writing, listening, speaking) at CLB 8 or higher in the first official language, plus 25 for CLB 5 or higher overall in the second. |
| 2. Age | 75 | Full points from age 21 to 45, measured on the day the EOI is submitted. |
| 3. Work experience | 175 | Up to 75 for four or more full years in the last 5 years, plus 100 for being fully recognized by the provincial licensing body in a regulated occupation. |
| 4. Education | 125 | Highest completed credential; a master's degree or doctorate earns the maximum. |
| 5. Adaptability | 500 | Connection to Manitoba (up to 200), Manitoba Demand (500) and regional development (50); the factor is capped at 500. |
| 6. Risk assessment | 0 | No points to gain: 100 points are deducted for work experience in another province and 100 for studies in another province, up to 200 in total. |

Adding the five positive maximums gives 1,000 points. Half of that comes from adaptability, which is why a Manitoba job matters so much.
Language, age, work experience and education points
Language points are counted per band. A candidate with CLB 7 in reading, writing, listening and speaking earns the CLB 7 value four times. The IELTS to CLB conversion guide shows which test scores match each benchmark.
How to read this table: second-language points are for candidates who hold a valid test in the other official language at CLB 5 or higher.
| Level in the first official language | Ranking points |
|---|---|
| CLB 8 or higher | 25 per band |
| CLB 7 | 22 per band |
| CLB 6 | 20 per band |
| CLB 5 | 17 per band |
| CLB 4 | 12 per band |
| CLB 3 or lower | 0 |
| Second official language, CLB 5 or higher (overall) | 25 |

Adaptability and risk points
Adaptability rewards the strength of the tie to Manitoba. A candidate with more than one connection gets points only for the highest-scoring one, and regional development points can be added to a connection but not to Manitoba Demand.
How to read this table: the whole factor is capped at 500. Candidates who plan to settle outside Winnipeg must show a convincing connection to that region when they apply.
| Group | Adaptability factor | Ranking points |
|---|---|---|
| Connection to Manitoba | Close relative in Manitoba | 200 |
| Connection to Manitoba | Previous authorized work experience in Manitoba (six months or more) | 100 |
| Connection to Manitoba | Completed post-secondary program in Manitoba (two years or more) | 100 |
| Connection to Manitoba | Completed post-secondary program in Manitoba (one year) | 50 |
| Connection to Manitoba | Close friend or distant relative in Manitoba | 50 |
| Manitoba Demand | Ongoing employment in Manitoba for six months or more with long-term job offer from the same employer | 500 |
| Manitoba Demand | Invitation to Apply under a Strategic Initiative | 500 |
| Regional development | Immigration destination in Manitoba outside of Winnipeg | 50 |

A worked example
Take a hypothetical candidate aged 30 with a four-year bachelor’s degree, three full years of work in the last five, and CLB 7 in all four language bands, with no second-language test.
From the tables: age gives 75, the degree gives 110, three years of work give 60, and language gives 88. That is 333 points before adaptability. The connection then decides the result:
- Close friend in Manitoba: 383 points.
- Close relative in Manitoba: 533 points, or 583 with a genuine plan to settle outside Winnipeg.
- Six months of ongoing Manitoba employment with a long-term job offer from the same employer: 833 points.
- Same candidate with past studies in another province: 100 points lower in every case.
The highest score possible without Manitoba Demand points is 750. Two of the four scores published in the latest draws were above that, and all four came from selections limited to people already employed in Manitoba or with Manitoba post-secondary study.
What were the latest MPNP draw results?
The latest MPNP draw is #281, held on October 8, 2026, with 340 Letters of Advice to Apply and no published score. The table breaks each recent draw into its selections, because a profile is only considered if it matches one.
How to read this table: 'Not published' means the MPNP did not give a score for that selection; several of those selections considered every matching profile. NOC codes refer to the 2021 National Occupational Classification.
| Draw | Who was considered | Letters of Advice to Apply | Lowest score invited |

Across the six draws the MPNP issued 3,167 Letters of Advice to Apply. Four patterns stand out:
- Skilled Worker in Manitoba dominates. Every scored selection was for people employed in Manitoba or with Manitoba post-secondary study.
- Occupations rotate. Health occupations, teaching and early childhood education, technical trades and transportation, manufacturing and utilities, and natural and applied sciences each had a turn, so a high score in an occupation that is not selected is not drawn.
- French helps. Four of the five draws with Skilled Worker in Manitoba selections included a Francophone selection for candidates who use French with the MPNP and hold a valid French test; the October 8 draw did not.
- Overseas candidates were drawn only by invitation. The draw notes say Skilled Worker Stream profiles were considered only if the MPNP had invited the candidate directly under a strategic recruitment initiative or the candidate came through the temporary public policy for prospective nominees.
The MPNP’s notes on each draw also explain the usual reasons a matching profile is skipped: a language test number that is missing or no longer valid, or an invitation number that was not entered. Other provinces publish draws differently; the OINP draws page tracks Ontario and the SINP guide covers Saskatchewan.
What does the MPNP cost?
The MPNP charges nothing for an Expression of Interest and $500 for the full application. The fee is non-refundable and is paid at the last step in MPNP Online, Pay Fee and Submit Application.
How to read this table: provincial fees only. Language tests, educational credential assessments and IRCC's permanent residence fees are charged by other organizations.
| What the fee is for | Fee | Details |
|---|---|---|
| Expression of Interest (Skilled Worker and International Education streams) | $0 | There is no fee to submit an EOI. |
| Full MPNP Online application after a Letter of Advice to Apply | $500 | Non-refundable; paid by Visa or Mastercard credit card at the Pay Fee and Submit Application step. Visa Debit is not accepted. |
| International Student Entrepreneur Pilot application | $2,500 | Paid when the application is submitted to the MPNP. |
| Business Investor Stream application | $2,500 | Non-refundable. Federal processing and right of permanent residence fees are paid separately after nomination. |

Two payment details catch people out. The MPNP says the application fee has to be paid with a Visa or Mastercard credit card, and that the payment step works only in the Microsoft Edge browser. A Visa Debit payment is taken and then reimbursed, but the application is not submitted. Federal costs follow a nomination; the Canada PR fees guide lists them.
What is the MPNP Settlement Plan requirement?
Every MPNP applicant completes a Settlement Plan inside MPNP Online. It is where the applicant shows the intention and the practical plan to live, work and stay in Manitoba, and the MPNP assesses the declared connection against the documents submitted with it.
How to read this table: a friend or distant relative cannot act as a supporter while their household is supporting another MPNP applicant, provincial nominee or person in another Canadian immigration program. Close relatives can support more than one skilled worker if they show they are able to.
| Part | Who completes it | What it covers |
|---|---|---|
| Settlement Plan (applicant) | Every applicant, inside MPNP Online | Explains why Manitoba was chosen, how the applicant plans to settle in the community, and how they will find a job or, if already working in Manitoba, advance their career. |
| Settlement Plan Part 2 (SPP2e) | The Manitoba Supporter of a skilled worker applying on a social connection; the MPNP sends the form to the supporter | Explains how the supporter will help the applicant reach short- and long-term settlement goals. |
| Who can be a Manitoba Supporter | A close relative, friend or distant relative of the applicant or spouse | A Canadian citizen or permanent resident who has lived in Manitoba continuously for at least one year and can prove it. A paid immigration representative or an elected official cannot sign Part 2. |

The Settlement Plan sits beside the settlement funds requirement, which is about money rather than intent.
| Rule | What the MPNP requires |
|---|---|
| Minimum amount | $10,000 plus $2,000 for each accompanying family member, in Canadian dollars. The money must be readily available and cannot be borrowed from another person. |
| Express Entry candidates | Applicants who give an Express Entry profile number and verification code must show the amount IRCC sets for Express Entry instead. |
| Applicants already working in Manitoba | Proof of funds in the applicant's name is still required, but the MPNP considers current income, so the full minimum may not be needed. |
| Proof | Official letters from each financial institution listing every account, its opening date, current balance, average balance for the past 6 months and outstanding debts, plus three months of bank statements. |

For example, an applicant with a spouse and two children coming along would need to show at least $16,000. The settlement funds checker compares that with the federal Express Entry amounts.
The MPNP also weighs ties to other provinces when it judges whether a family will stay. A supporter has to keep their own contact details current as well: the MPNP says an application may be refused if it cannot reach the supporter.
What happens after an MPNP nomination?
A nominee has 180 days from the date of nomination to make a separate application to the Government of Canada for permanent residence. A nomination is not permanent residence: the federal government makes the final decision on that application.
For candidates who linked an Express Entry profile, IRCC adds 600 points for the nomination. The CRS calculator shows a profile’s score with and without that boost, and the Express Entry draws page tracks the provincial nominee rounds in which nominees are invited. Express Entry applicants to the MPNP also have to provide an educational credential assessment for education from outside Canada and funds that meet IRCC’s Express Entry requirement.
Once in the province, newcomers apply for provincial health coverage; the Manitoba health card guide covers who qualifies and how to register.
What changes next, and where to check
- Next draw: no date is announced in advance. The six draws from July 30 to October 8, 2026 were 14 days apart, and no draw after #281 was listed on October 11, 2026. New draws appear on the Expression of Interest Draws page of Immigrate Manitoba.
- Career Employment Pathway: after the June 11, 2026 notice, Manitoba graduates with six months of local work are being directed to Skilled Worker in Manitoba. The MPNP has not said the pathway is closed.
- Application status: MPNP Online shows the status of a submitted application and lets applicants update contact details, marital status, dependants and documents.
- Questions for the MPNP: the program takes inquiries through the contact webform on Immigrate Manitoba, and the Business Investor Stream has its own email address listed on the stream’s page.
Common mistakes with an MPNP Expression of Interest
- Claiming points that cannot be proven. Every EOI claim has to be backed by documents in the full application. False or misleading information leads to refusal and a possible two-year ban on new EOIs.
- Answering yes to the licensing question too early. Sending credentials for evaluation is not the same as being fully licensed; the points are only for candidates who have completed every licensing step in Manitoba.
- Rounding up work experience. Only full years count, and only full-time jobs held for six months or more.
- Letting a language test expire. A test older than two years is not valid, and a profile with an invalid test number is skipped in draws.
- Assuming an edit renews the profile. Updating an EOI changes the score, not the one-year expiry date.
- Missing the Letter of Advice to Apply. The MPNP warns that the email can land in spam or junk folders, and the 60 days run from the date on the letter.
- Naming a supporter who cannot qualify. A supporter must be a Canadian citizen or permanent resident established in Manitoba for at least a year, and cannot be a paid representative.
- Holding two applications. An active application with another provincial or federal program makes a person ineligible, although an Express Entry profile on its own does not.
