GAINS Ontario and other Ontario seniors' benefits: 2026 amounts and income limits

By Alex Francisco Updated Figures checked 9 min read

What is GAINS in Ontario and what other benefits can Ontario seniors get?

GAINS Ontario (the Ontario Guaranteed Annual Income System) is a monthly, non-taxable payment of up to $92 for Ontario seniors aged 65 or older who receive OAS and the GIS. For July 2026 to June 2027 it ends at private income of $4,416 (single) or $8,832 (couple). Ontario also offers free dental care for low-income seniors and a property tax grant of up to $500 a year.

  • GAINS pays up to $92 a month per pensioner, or $184 for a couple who both receive it, on top of the federal OAS pension and the GIS; the payment is not taxable.
  • For the benefit year July 1, 2026 to June 30, 2027, GAINS reaches zero at private income of $4,416 for a single senior and $8,832 for a senior couple; OAS and the GIS do not count as private income.
  • Ontario's October to December 2026 tables put GAINS for a senior whose spouse is not on OAS, or is aged 60 to 64, at zero from $18,000 of private income (pensioner aged 65 to 74) or $18,912 (aged 75 or over).
  • The Ontario Seniors Dental Care Program gives free routine dental care at 65 or older with annual net income of $25,480 or less (single) or $42,290 or less (couple) and no other dental benefits apart from the federal plan.
  • The Ontario Senior Homeowners' Property Tax Grant pays up to $500 a year: the full amount up to $35,000 of adjusted family net income for singles or $45,000 for couples, and nothing from $50,000 or $60,000.
  • The Seniors Care at Home Tax Credit pays up to $1,500 a year, 25% of up to $6,000 of claimable medical expenses, from age 70, and the Seniors Co-Payment Program removes the $100 drug deductible below the same income limits as the dental program.

Ontario runs five programs aimed at seniors with low or moderate income: the Guaranteed Annual Income System (GAINS), the Ontario Seniors Dental Care Program, the Senior Homeowners’ Property Tax Grant, the Seniors Care at Home Tax Credit and the Seniors Co-Payment Program for prescription drugs. Each one uses a different income measure and a different way of applying, so the table below puts them side by side before the sections on each program.

Senior benefits in Ontario: what each program pays and its income limit

How to read this table: for GAINS and the two tax-return programs the limit is the income at which the payment reaches zero; for the dental and drug programs it is the income threshold Ontario publishes. The income measures differ: GAINS counts private income only (not OAS or the GIS), the dental and drug programs use annual net income, and the two tax-return programs use family net income. The GAINS and co-payment figures apply to the current benefit or program year.

This page is education, not financial or tax advice. Ontario sets each person’s amount from their own tax return and federal benefit records, so the exact figure comes from the program itself, the notice of assessment or My Service Canada Account.

How much is GAINS in Ontario for October to December 2026?

GAINS pays up to $92 a month to each eligible pensioner, and that maximum is fixed for the benefit year from July 1, 2026 to June 30, 2027. A couple who both qualify can receive $184 a month between them. The maximum goes to seniors who had no private income in 2025.

Ontario re-issues its GAINS rate tables every quarter, because the federal OAS and GIS amounts that sit underneath GAINS are indexed every quarter. The current tables cover October 1 to December 31, 2026. They show what a senior with no private income receives each month from all three payments together:

Ontario GAINS with OAS and GIS, October 1 to December 31, 2026

How to read this table: private income is yearly and leaves out OAS and the GIS. For couples who are both pensioners the amounts are per person and the income is the couple's. A dash means Ontario's table for that situation depends on the spouse's own income and benefits, so no single total is shown here.

A single senior aged 65 to 74 with no private income therefore receives $1,993.40 a month in total, and a single senior aged 75 or over receives $2,069.65, because the OAS pension is higher from 75. The federal side of those totals is explained in the guide to GIS amounts and income limits by province, which also compares GAINS with the top-ups other provinces pay.

What are the GAINS income limits?

Ontario states two limits for the 2026 benefit year: annual private income of up to $4,416 for a single senior and up to $8,832 for a senior couple. Private income, in Ontario’s words, may include money from a workplace pension, the Canada Pension Plan and bank interest. OAS and the GIS are not counted.

Different limits apply when a spouse is under 65 or not eligible for OAS. In the October to December 2026 tables:

  • Married, one pensioner (spouse not on OAS). GAINS stays at the full $92 up to $9,215.99 of private income when the pensioner is aged 65 to 74, and reaches zero at $18,000. For a pensioner aged 75 or over the full amount holds up to $10,127.99 and GAINS reaches zero at $18,912.
  • Married pensioner with a spouse aged 60 to 64. The same private income levels apply. Only the spouse who is 65 or older receives GAINS, since the program starts at 65.

These two cut-offs moved when the October tables came out: they were lower in the July to September 2026 tables. The single and both-pensioner limits did not change.

How fast does GAINS shrink?

In the single pensioner tables GAINS falls by $0.50 for each $24 of annual private income. In the tables for couples who are both pensioners it falls by $0.50 for each $48 of the couple’s private income. Two examples from those steps:

  • A single senior with $2,400 a year of CPP has used 100 steps, so GAINS is $42 a month. Ontario’s single table shows the same figure for that income band.
  • A couple who are both pensioners with $4,800 a year of combined private income have also used 100 steps, so each receives $42 a month, or $84 between them.

The GIS is reduced over the same income as well, so the fall in GAINS is only part of the change in the monthly government payments. The OAS, CPP and GIS planner estimates the federal payments for a given income.

How is GAINS paid with OAS and GIS?

GAINS is provided on top of the OAS pension and the GIS that the federal government pays. Three points on how the money arrives:

  • Timing. Ontario issues GAINS on or about the 25th day of each month, starting in July and ending in June of the next year. It does not publish exact dates. The federal dates for each month are on the CPP, OAS and GIS payment dates page.
  • Direct deposit. Ontario directs seniors to Service Canada, in person or at 1-800-277-9914, to sign up for direct deposit of GAINS payments.
  • Changes during the year. Ontario notes that the GAINS payment can change during the benefit year if private income or marital status changes.

Because GAINS depends on receiving both federal payments, the federal application covered in the Old Age Security guide comes before anything on the Ontario side. A senior who receives OAS without the GIS does not meet the GAINS conditions.

Who qualifies for the Ontario Guaranteed Annual Income System?

Ontario lists five conditions, and all of them have to be met:

There is no GAINS application form for people already on OAS and the GIS. Ontario works out the payment from information sent by Employment and Social Development Canada and from the personal tax return, which is why a return is needed every year by April 30 even when there is no income to report.

Ontario Seniors Dental Care Program: income limits and how to apply

The Ontario Seniors Dental Care Program (OSDCP) is government-funded dental care for low-income seniors aged 65 or older. The income requirement is an annual net income of $25,480 or less for a single senior, or a combined annual net income of $42,290 or less for a couple. Ontario checks income through the Social Insurance Number given on the application.

Having the federal plan does not rule a senior out. Ontario says a person may qualify for the Canadian Dental Care Plan and still be eligible for the OSDCP, while private insurance or dental coverage under another government program does end eligibility.

How to apply for the Ontario Seniors Dental Care Program

How to read this table: Ontario contacts applicants by phone or mail if an application is incomplete. It does not send invoices, and it warns seniors not to open links in emails that claim to come from the program.

How to read this table: claimable expenses are eligible expenses minus 3% of net income. In the couple's case Ontario subtracts 3% of one spouse's net income rather than the family total, then reduces the credit by 5% of family net income over $35,000.

Seniors Co-Payment Program for prescription drugs

Ontario seniors join the Ontario Drug Benefit automatically on the first day of the month after they turn 65. The Seniors Co-Payment Program lowers what lower-income seniors pay at the pharmacy:

How to read this table: thresholds are annual net income for the program year August 1, 2026 to July 31, 2027. A dash means no income test applies. The deductible can be lower in a senior's first year, because it is prorated from the month after the 65th birthday to July 31.

This program does need an application, online or on a paper form requested at 1-888-405-0405. Ontario asks seniors to apply by September 30 to be reimbursed for eligible drugs from the previous program year, and accepts applications up to 3 months before the 65th birthday. Once the CRA has verified household income, there is no need to re-apply every year.

What if a GAINS payment or a decision looks wrong?

The route depends on the program:

  1. GAINS. Contact the Ontario Ministry of Finance at 1-866-668-8297 (TTY 1-800-263-7776). If that does not settle it, a formal Notice of Objection can be completed within 90 days of the date the written decision was mailed.
  2. No GAINS at all. Check that both OAS and the GIS are being paid and that last year’s tax return was filed. GAINS is set from those two sources, so a missing return or a missing GIS application stops it.
  3. Seniors dental care. Call the program at 416-916-0204 or 1-833-207-4435, or ask the local public health unit, which can also help with the application and a replacement dental card.
  4. Property tax grant and Care at Home credit. Both are handled by the Canada Revenue Agency through the tax return, so the notice of assessment and CRA My Account show what was paid.
  5. Seniors Co-Payment Program. Call 416-503-4586 or 1-888-405-0405. Receipts for eligible drugs have to reach the program by October 31, three months after the program year ends.

What changes next for senior benefits in Ontario?

  • GAINS tables. Ontario posts new rate tables each quarter. The current set runs to December 31, 2026, and the cut-offs for seniors whose spouse is not on OAS or is aged 60 to 64 can move with each new set, as they did on October 1.
  • GAINS benefit year. The $92 maximum and the $4,416 and $8,832 limits apply until June 30, 2027. Ontario’s GAINS page was last updated on July 2, 2026, at the start of the current benefit year.
  • Dental coverage. Every card expires on July 31. Renewal is automatic for most clients who filed a tax return.
  • Drug co-payment thresholds. The Seniors Co-Payment thresholds are reviewed annually for inflation; the current ones run to July 31, 2027.
  • Tax-return programs. The property tax grant and the Care at Home credit are claimed again with each year’s return.

Common mistakes with Ontario seniors’ benefits

  • Not filing a tax return because income is low. GAINS, the property tax grant, the Care at Home credit and the automatic dental renewal all depend on the yearly return.
  • Counting OAS and the GIS as private income. The GAINS limits of $4,416 and $8,832 apply to private income only.
  • Assuming the couple limit is per person. The $8,832 is the couple’s combined private income; the $92 is per pensioner.
  • Sending one dental application for a couple. Ontario requires two separate applications.
  • Expecting the Seniors Co-Payment Program to start automatically. The Ontario Drug Benefit starts by itself at 65, but the reduced co-payment needs an application.
  • Leaving line 61120 blank. The property tax grant is worked out from the property tax reported on the ON-BEN form.
  • Mixing up the income measures. A senior can be over the GAINS limit and still under the dental, drug and property tax limits, because those use net income, not private income.

GAINS only exists on top of the federal payments, so the federal amounts matter most to the monthly total: the OAS payment amounts page has the current quarter’s pension figures, and the retirement income planning guide shows how OAS, the GIS, CPP and savings fit together. Seniors in Ontario who rent or own can also check the Ontario trillium benefit for the sales tax and energy and property tax credits paid through the year.

Frequently asked questions

What is GAINS in Ontario?

GAINS is the Ontario Guaranteed Annual Income System, a monthly, non-taxable payment from the Government of Ontario for seniors with low income. It is paid on top of the federal Old Age Security pension and the Guaranteed Income Supplement. For the benefit year July 1, 2026 to June 30, 2027 the maximum is $92 a month per pensioner. The amount falls as private income rises, and Ontario publishes rate tables by age and marital status.

How much is the GAINS payment in Ontario in 2026?

Up to $92 a month for each eligible pensioner, which is $184 a month for a couple when both receive it. That maximum applies for the whole benefit year from July 1, 2026 to June 30, 2027 and goes to seniors who had no private income in 2025. Ontario's tables for October 1 to December 31, 2026 show a single senior aged 65 to 74 with no private income receiving $1,993.40 a month from OAS, the GIS and GAINS combined.

What is the income limit for GAINS in Ontario?

GAINS is available with annual private income of up to $4,416 for a single senior or up to $8,832 for a senior couple. Different limits apply when a spouse is under 65 or not eligible for OAS: in Ontario's October to December 2026 tables GAINS reaches zero at $18,000 of private income when the pensioner is aged 65 to 74 and at $18,912 when the pensioner is 75 or over. Private income leaves out OAS and the GIS.

Do I have to apply for GAINS in Ontario?

No, not when OAS and the GIS are already being paid. Ontario sets the GAINS payment from information it receives from Employment and Social Development Canada and from the personal income tax return. The condition is filing a tax return every year by April 30, even with no income to report, or completing a GIS application and sending it to a Service Canada office.

When is GAINS paid in Ontario?

Ontario issues GAINS payments on or about the 25th day of each month, starting in July and ending in June of the next year. Ontario does not publish a list of exact dates. Direct deposit for GAINS is arranged through Service Canada, in person or at 1-800-277-9914, the same federal office that pays OAS and the GIS.

Is GAINS taxable income?

No. Ontario describes GAINS as a monthly, non-taxable payment. The income test behind it looks at private income, which Ontario says may include money from a workplace pension, the Canada Pension Plan and bank interest; OAS and the GIS are paid underneath GAINS and are not part of that figure. A tax return is still needed every year, because that return is how Ontario confirms the income used to set the payment.

Who qualifies for the Ontario Seniors Dental Care Program?

Ontario residents aged 65 or older with an annual net income of $25,480 or less for a single senior, or a combined annual net income of $42,290 or less for a couple, and no other dental benefits. Private insurance and dental coverage under Ontario Works, the Ontario Disability Support Program or Non-Insured Health Benefits rule a senior out. The Canadian Dental Care Plan is the one exception: a senior can have it and still be eligible.

How do I apply for the Ontario Seniors Dental Care Program?

Apply online or by mail. The online form needs a date of birth, a valid Ontario address, a Social Insurance Number or Temporary Taxation Number and a tax return filed for last year. Paper forms are available to download or from a local public health unit. Couples send two separate applications. Seniors without a SIN, or who did not file last year, apply by mail through a guarantor. The program's toll-free number is 1-833-207-4435.

Does the Ontario Seniors Dental Care Program cover dentures?

Partly. Ontario says dental prosthetics, including dentures, are partially covered, and directs seniors to their local public health unit for the details. Routine care is free: check-ups with scaling, fluoride and polishing, repairs to broken teeth and cavities, x-rays, extractions, anesthesia, and treatment of infection, pain and gum disease. Some procedures have limits based on clinical criteria.

How much is the Ontario Senior Homeowners' Property Tax Grant?

Up to $500 a year. A single, separated, divorced or widowed senior gets the full $500 with adjusted family net income of $35,000 or less, and a married or common-law senior with $45,000 or less. Above those levels the grant is reduced by 3.33% of the extra income, and it is not paid from $50,000 for singles or $60,000 for couples. Only one person per couple can receive it.

How do seniors apply for the Ontario property tax grant?

Through the tax return. The senior completes the ON-BEN application form that is part of the general income tax and benefit return, reports the property tax paid on line 61120, and sends it with the return, even with no income to report. The grant is paid four to eight weeks after the notice of assessment, by direct deposit or cheque from the Canada Revenue Agency.

What is the Ontario Seniors Care at Home Tax Credit?

A refundable Ontario income tax credit for seniors who turned 70 or older in the year, or whose spouse or common-law partner did. It pays 25% of claimable medical expenses up to $6,000, for a maximum of $1,500. Claimable expenses are eligible medical expenses above 3% of net income. The credit is reduced by 5% of family net income over $35,000 and is claimed on Form ON479.

What is the Seniors Co-Payment Program in Ontario?

A part of the Ontario Drug Benefit for lower-income seniors. A senior on the standard drug benefit pays the first $100 of prescription costs each program year and then up to $6.11 per prescription. A senior enrolled in the Seniors Co-Payment Program pays no deductible and up to $2 per prescription. For the program year August 1, 2026 to July 31, 2027 the net income thresholds are $25,480 for an individual and $42,290 combined for a couple.
